The District 303 Board of Education approved the District 303 Budget for 2011-12 and the Mid-Valley Special Education Co-operative Budget for 2011-12. In addition, the Board approved the transfer of the Little Woods facility to the City of St. Charles.

The District 303 Board of Education approved a separation agreement with the Norris Cultural Arts Center that will lead to District 303 operating and maintaining the auditorium as part of St. Charles East High School. The Board also approved the retrofitting of a chiller unit which will provide additional air conditioning at Bell-Graham School. The Board of Education also approved the Personnel Report which includes the hiring of Mrs. Kelly Sculles as Principal at Munhall School.

The District 303 Board of Education approved roof repair work on Lincoln School and the granting of a permanent easement to the Illinois Department of Transportation at Illinois Route 31 and Red Gate Rd. The Board of Education also approved the Personnel Report which includes the hiring of Mrs. Mary Mills as Principal at Lincoln School.

The District 303 Board of Education approved placement of the Revised 2010-11 Budget on public display and scheduled the public hearing for the revised budget. The BOE also approved the purchase and installation of boilers at North High School. The BOE voted 3-3 on the Bell-Graham air conditioning condenser retrofit, by the Rules of Order, the motion fails.

The District 303 Board of Education approved the Future Education Plan for Davis and Richmond Schools at the Special Meeting of the Board of Education on Thursday, March 17 by a 5-2 vote. Beginning with the 2011-12 School Year, students in the Davis and Richmond attendance areas in grades Kindergarten through 2nd grade will attend Davis School, students in the Davis and Richmond attendance areas in grades 3rd through 5th will attend Richmond School. Students attending Richmond School will have a 40 minute longer school day, a Foreign Language program and will use 1:1 computing devices. The Board of Education also approved a proposal to allow other D303 students to opt in to Davis K-2, Richmond 3-5 school if space is available by a 7-0 vote. The Board of Education rejected a proposal to allow students in the Davis and Richmond attendance areas to opt out of Richmond 3-5 school by a 2-5 vote.

The District 303 Board of Education rejected a proposal to amend the lease agreement between District 303 and the Norris Recreation Center. District Administration had recommended that the lease agreement be amended by lowering the amount of monthly rent paid by the Rec Center to $20,000 per month from $25,000 per month.

The Board also approved the termination of the Memorandum of Agreement between the Norris Cultural Arts Center and District 303.

Administrator compensation will remain unchanged for 2010-11 with the exception of three additional holidays scheduled between Christmas Day and New Year's Day. The BOE also agreed to postpone a vote to on a proposal to issue School Fire Prevention and Safety Bonds for necessary repairs at the Norton Recreation Center accommodate an additional public hearing.

The District 303 Board of Education voted to approve the request for a waiver from the Illinois State Board of Education that would allow a Driver's Education fee of up to $400 per student. The District 303 Board also approved placing the Building Trades home up for auction with a minimum bid of $399,900 and approved new student handbooks for the Elementary, Middle and High Schools.

The District 303 Board of Education voted to approve three personnel reports which resulted in 190 employees to be released at the end of the 2009-10 school year. The Board of Education also approved of changes in the student fee structure which results in increases to student parking fees and the sports fee paid by students participating in athletics. The Board also approved the expenditure of $153,000 for additional technology at Title I schools. This expenditure comes from Federal funds for Title I schools.

The District 303 Board of Education voted to approve the curriculum renewal plan. During Citizen Comments, there were members of the community who spoke about being affected by the end of the "grandfathering" of high school attendance zones.

The District 303 Board of Education voted 6-0 to approve a Budget Reduction plan recommended by District 303 Administration that will balance the 2010-11 budget by using $1.4 million in federal stimulus funds and reducing the District 303 budget by $4.3 million. PLEASE NOTE: In action in a Special Meeting of the Board of Education on Thursday, January 21, the Board made the following changes to the administration’s recommendation: Eliminated a $200,000 pool of funds for Elementary Enrollment Aides, but established the flexibility for administration to, based on actual enrollment, to meet classroom needs through a combination of reduction of enrollment aides or full-time teaching positions. Adjusted administration’s proposal to reduce the textbook adoption budget for curriculum from $200,000 to $40,000. Restored approximately $40,000 for music instruction at the 6th grade level.

At the January 11 meeting of the District 303 Board of Education, the Board was presented with a Budget Reduction Plan from District Administration that would balance the 2010-11 District 303 budget. Based on current projections, District 303 needs $5.5 million in reductions to balance the budget. A total of $1.4 million would come from funds from the American Recovery and Reinvestment Act meaning $4.1 million in cuts are needed from the current 2010-11 budget. The Board of Education will hold a Special Meeting on January 21 to address this proposal. The next regular meeting of the District 303 Board of Education will take place on February 8.

At the November 9 meeting of the District 303 Board of Education, the Board approved a resolution that establishes the timetable for setting the tax levy for the coming tax year. The Board will vote on the actual levy at the next meeting on Dec. 14. The Board also approved a change in status of the District’s bank accounts with Harris Bank. The District’s accounts can now take advantage of Harris’ business banking platform which will allow more efficiency and reduce some banking costs. In the Superintendent’s Report, Dr. Donald Schlomann explained the process of making reductions in the 2010-11 budget will begin at the Business Services Committee meeting on Nov. 18. The next meeting of the District 303 Board of Education will take place on Dec. 14.

At the October 13 meeting of the District 303 Board of Education, the Board approved a new Code of Conduct for District 303 students. The new code treats interscholastic activities and non-interscholastic activities more equally than the previous Code of Conduct. The Board also approved the emergency repairs that are necessary for the boiler at Lincoln Elementary School. There is a possibility that funds from the American Reinvestment and Recovery Act will be available to offset some of the cost. District Administration is investigating this possibility. The Board also rejected by a 3-4 vote the continuation of the “Too Good for Drugs Program” conducted in the schools by the St. Charles Police Department. In previous years, the program had been free of charge to the School District. However, due to constraints in the City budget, the Police Department is seeking compensation for the program. The next Board of Education meeting in on November 9.

At the Regular Meeting of the District 303 Board of Education on May 11, the Board welcomed Corrine Pierog and Steven Spurling for the first time as full, voting members. By a unanimous vote, the Board approved a Gifted Magnet Middle School Program. The Program will be housed at Wredling Middle School. To go forward, the program will need at least 42 students from the top 3% of middle school students and at least 12 students per grade. Three teachers will be dedicated to the program for a 3-year trial that will begin with the 2009-10 school year. During the Monthly Financial Report, Assistant Superintendent for Business Services Brad Cauffman informed the Board that revenues are running slightly ahead while expenditures are running slightly behind budgeted numbers. As a result, the current budget forecast is for a $365,000 surplus in an overall budget of $160 million for 2008-09. The next meeting of the Board of Education is scheduled for the second week in June.

The Board of Education for St. Charles School District 303 held their regular meeting on April 13 and approved, by a 7-0 vote, Administration’s plan to implement an all-day Kindergarten program beginning with the 2009-10 school year. Parents will pay a fee of $250 per month for the additional half-day of instruction if they choose the option of having their student attend all-day Kindergarten. The Board also approved the amended budget for the 2008-09 school year and the Board approved a two-year contract extension with the St. Charles Educational Support Professionals. The SCESP members are the administrative assistants and aides who work throughout the District. The next Board of Education meeting is scheduled for Monday, May 11. \\

At the March 9 regular meeting of the Board of Education, the District 303 Board voted unanimously to approve a contract that will increase the District’s internet capacity. Currently, the District shares access to 45MB with four other agencies. Under the new contract, District 303 will have 125MB dedicated for exclusive use. During the Superintendent’s Report, Dr. Don Schlomann informed the Board that he is still investigating the possibility of offering all day Kindergarten starting with the 2009-10 school year. Also during the Superintendent’s Report, an informational video regarding the April 7 referendum vote made its debut. The video can be viewed by visiting the Video Vault on the communications page of d303.org. The Board also honored some members of the District 303 family. Mr. Bob Lindahl was thanked for his 37 years of service. Mr. Lindahl served as a teacher, principal, administrator and finally a Board of Education member. Eleven principals were recognized by the Board after their schools were named winners of the Illinois State Board of Education’s Academic Excellence Award.

On August 11, 2008, the Board of Education authorized a 3 month/meeting trial of podcasting open session regular board meetings. We are extending the trial period until the Board of Education can meet in open session and determine if the trial accomplished its objectives.
